Are Swipe Fees Killing Your Margins? What the 2026 Credit Card Competition Act Means for Your Restaurant

Hey, restaurant owner, quick question: how much of your hard-earned sales disappears every time a customer pays by card?
Swipe fees are one of the quietest expenses on your profit and loss statement. You may not notice them on every ticket, but they take a bite out of every card transaction, every day.
A $50 dinner is not really a $50 sale when processing costs remove a portion before the money reaches your account.
And when your restaurant processes $50,000, $100,000, or more in card payments each month, those small percentages become a serious line item.
THE GOOD NEWS: YOU HAVE OPTIONS RIGHT NOW!
You do not have to wait for Congress to debate payment competition. With the right compliant program, you can reduce or eliminate the processing cost your business absorbs today.
SWIPE FEES ARE EATING YOUR MARGIN
Restaurants already manage rising food costs, labor costs, rent, delivery fees, repairs, and taxes. Card processing adds another expense that can quietly grow with your sales.
At an estimated 2.7% average processing cost, a restaurant processing $100,000 in card volume may pay approximately:
- $2,700 per month
- $32,400 per year
That is money that could go toward payroll, equipment, inventory, marketing, debt reduction, or your own paycheck.
The U.S. Chamber of Commerce reports that common in-person processing rates for small businesses often land around the mid-2% range, with online and manually entered transactions costing more. Restaurant-focused payment guidance also places many operators in a range of roughly 2.5% to 3.5%, depending on card mix, transaction type, and processor pricing.
Your actual rate depends on your statement, but the message is simple:
THE MORE CARD VOLUME YOU PROCESS, THE MORE YOUR RATE MATTERS.

WHAT IS THE CREDIT CARD COMPETITION ACT?
The Credit Card Competition Act is proposed federal legislation designed to create more competition in credit card routing.
In plain English, today’s Visa and Mastercard credit transactions typically run through the network selected by the card issuer. The proposed law would require certain large card-issuing banks to enable at least two unaffiliated payment networks, with at least one network outside Visa or Mastercard.
That could give merchants and their payment providers more routing choices.
The goal is straightforward: create competition between networks so merchants may have access to lower-cost processing options.
The Act would not simply place a cap on every credit card fee. Instead, it focuses on network choice and routing competition. If alternative networks compete for transactions, processing costs could come down over time.
That is the theory.
HERE IS THE HONEST PART: IT IS NOT LAW YET
The 2026 versions of the bill, S.3623 in the Senate and H.R.7035 in the House, have been introduced and referred to committee.
They have not passed both chambers. They have not been signed into law. No new credit card routing rights are active for your restaurant today.
And even if the Act passes, relief would not arrive overnight. The legislation calls for regulations, implementation work, and additional time before new routing requirements would take effect.
That means the timeline could stretch well beyond the next sales quarter, or even the next year.
Congress may eventually create more competition. We hope it does.
But your restaurant cannot wait for a bill to move through committee while thousands of dollars leave your business every month.
YOU NEED A PLAN THAT WORKS NOW.
THE MATH: WHAT COULD YOU KEEP?
Let’s use a simple example.
Imagine your restaurant processes $100,000 in monthly card sales.
At an estimated 2.7% effective processing cost:
$100,000 × 2.7% = $2,700
That is approximately $2,700 your business pays to accept those card transactions.
With a compliant zero-fee credit card processing model, the customer-facing price structure is designed to account for the cost of card acceptance. That means your restaurant may be able to keep more of the sale instead of absorbing the entire processing expense.
In this example, the potential difference is approximately:
- $2,700 more retained each month
- $32,400 more retained each year
This is an illustration, not a promise of a specific savings amount. Your results depend on your card volume, average ticket, transaction mix, current contract, and program structure.
That is why a statement review matters.
Your processing statement already contains the answers. We can help you find them.
STOP PAYING THE WAITING GAME
There are three common compliant ways to structure a zero-fee or reduced-fee program:
1. CASH DISCOUNT
Your regular posted price reflects the cost of doing business, and customers who pay with cash receive a clearly disclosed discount.
This rewards cash-paying customers without hiding the price structure.
2. DUAL PRICING
You display separate cash and card prices from the start.
Customers see the price for each payment method before completing the purchase. This approach can make pricing clear at the menu, counter, and checkout.
3. SURCHARGING
A surcharge adds a disclosed fee to eligible credit card transactions.
Surcharging has strict rules. Debit cards cannot be surcharged, and the program must follow applicable card-brand, state, and federal requirements. Notice, signage, receipts, customer disclosures, and point-of-sale settings must all be correct.
The right model depends on your state, business type, payment methods, menu displays, POS system, and customer experience.

DO NOT TRY TO PATCH THIS TOGETHER WITH A RANDOM SETTING.
Compliance and communication matter. Your program should be configured correctly from day one, with clear signage and staff training.

YOUR POS SHOULD WORK WITH YOUR BOOKS
Reducing processing fees is powerful. Seeing your numbers clearly makes the advantage even bigger.
Your restaurant POS should connect smoothly with your online ordering tools and bookkeeping system. With the right payment technology, your sales data can flow into QuickBooks instead of sitting in separate systems.
That gives you better visibility into:
- Daily sales
- Card and cash totals
- Labor costs
- Food and material costs
- Deposits
- Revenue trends
- Profit performance

Add payroll and bookkeeping support, and you have a clearer picture of what is happening behind the counter.
Our bookkeeping services help connect your restaurant’s daily activity to the financial records you rely on. Our payroll options help you manage hours, reporting, and payroll tasks with less back-office stress.
This is the bigger opportunity:
SAVE ON PROCESSING. CONNECT YOUR SYSTEMS. KNOW YOUR NUMBERS.
